Some big news is on the horizon for NYC families!
With access to world-class arts, culture, and endless fun and educational experiences on every corner, raising (or being!) a kid in NYC is an adventure like no other. From museum days to neighborhood playgrounds, the city is one big classroom.
But for working parents, that magic can come with a challenge: finding childcare that’s not only high-quality, but also affordable and accessible — especially during those crucial early years.
On Tuesday, Governor Kathy Hochul unveiled investments into a new plan to expand free and affordable child care across New York State. If implemented, the plan would bring free or low-cost child care to thousands of NYC families.
The announcement includes a new partnership with New York City Mayor Zohran Mamdani to launch free child care for 2-year-olds in NYC and expand the city’s 3K program, making early learning more accessible for families when they need it most.
During the announcement, Governor Hochul said:
This is getting on a roadmap to continue what has already started in the city with four-year-olds and three-year-olds. Now we get down to two-year-olds and a program that’s going to be unveiled in a couple of locations.

👪 What to know
- Free care for 2-year-olds: NYC will launch a new “2-Care” program offering free child care for two-year-olds, starting in high-need neighborhoods as early as 2026 and expanding citywide over four years
- 3K gets a boost: The city’s 3K program will be stabilized and expanded, with the goal of reaching universal access for all families who want a seat
- Big savings for families: The plan could significantly lower out-of-pocket child care costs, which often rival rent for NYC parents
- State-funded start: New York State will fully fund the first two years of the 2-Care program as it rolls out
🗽 What the proposal could bring for NYC families
- Lower child care costs: The plan aims to ease financial pressure, as child care expenses in NYC often rival the cost of rent
- Earlier access to free care: Families could enroll children as young as two years old in free child care programs
- More reliable seats: Expanding and stabilizing programs like 3K could mean more consistent availability and fewer waitlists for families
The proposal is about giving NYC’s youngest learners the best possible start — and giving parents a little more breathing room. With more free, higher-quality child care on the way, families can focus less on the scramble and more on the joy of watching their kids grow, learn, and thrive in the city they call home.
