Dreaming of a college degree without taking on a mountain of debt? New York Governor Kathy Hochul just announced a major expansion of the SUNY and CUNY Reconnect program, a free state-run initiative that covers tuition, fees, books, and supplies for adult learners pursuing high-demand associate degrees.
The biggest change starting in the Spring 2027 semester: New Yorkers ages 25 to 55 are now eligible even if they already hold a college degree in another field!
Previously, the program was restricted strictly to adults without a postsecondary degree (with an exception for nursing). Now, anyone looking to reskill can return to school for free.
Since its launch in July 2025, the Reconnect initiative has helped over 15,000 adult learners save thousands of dollars a year. This new expansion opens the doors to tens of thousands more.
If you’re thinking of a career pivot or want to explore something new without the hefty tuition, this is a massive opportunity. Here’s what you need to know.
What Programs Are Eligible?
The initiative connects New Yorkers to fast-growing sectors to support the state’s booming economy, which recently posted the highest GDP growth in the nation. Participants can pursue associate degrees in dozens of fields, including:
- Artificial Intelligence & Technology
- Cybersecurity
- Advanced Manufacturing & Engineering
- Nursing and Allied Health Fields
- Green and Renewable Energy
- Supply Chain, Logistics, & Emergency Management
- Air traffic control and aviation management
(Note: While the state funds the program to boost the local workforce, graduates are not required to work for the state after completing their degree.)

Hochul stated:
As AI continues to reshape the global economy, I’m taking action to ensure more New Yorkers have the skills they need to succeed. By expanding access to free community college, we’re making it even easier for adult learners to pivot into fast-growing, high-demand sectors without taking on a single dollar of tuition debt.
