New York City is officially making free child care for two-year-olds a reality. Starting this September, the city is debuting its highly anticipated 2-K program, offering 2,000 free seats across four high-need districts.
For parents currently paying child care costs that often exceed their monthly rent, this rollout marks the first step in a four-year plan to provide universal care for every toddler in the five boroughs.
The First Four Communities Receiving Seats
Families in the following neighborhoods will have first-priority access to the free 2-K seats this fall:
- Manhattan (District 6): Washington Heights, Hamilton Heights, and Inwood
- The Bronx (District 10): Fordham, Belmont, Norwood, Morris Heights, Van Cortlandt Village, and Kingsbridge
- Brooklyn (Districts 18 & 23): Canarsie, Remsen Village, Brownsville, and Ocean Hill
- Queens (District 27): Ozone Park, South Ozone Park, Richmond Hill, Howard Beach, Woodhaven, and the Rockaways
The neighborhoods were selected based on economic need, child care demand, and available program capacity, ensuring the first 2,000 seats are rolled out where families need them most.

The program, a joint initiative between Mayor Zohran Mamdani and Governor Kathy Hochul, removes traditional barriers to entry. Here’s the breakdown:

- Rolling Enrollment: Services begin September 2026. If your child turns two later in the fall, they can still be accommodated
