Though museums are not opening for NYC during Phase 4, you can still enjoy some amazing outdoor art thanks to the Storm King Art Center in New Windsor, NY.
This 500-acre outdoor museum in the Hudson Valley, less than two hours from NYC, boasts large sculptures and site-specific art pieces you can enjoy in the open air. Storm King uses the surrounding elements of nature—from mountains, hills, meadows, and forests—to inspire its art commissions.

The art center is currently open to the public Wednesday-Mondays from 11am to 5:30pm (closed on Tuesdays).
Like many places opening back up, you must purchase tickets ahead of time for a specific timed-entry, which you can do from their website here.
Though bathrooms are open, all other indoor spaces like galleries, visitor centers and gift shops are all closed for the time being. You are welcome to bring your own food and enjoy a picnic on the property.
