Happy November, New Yorkers! As temperatures begin to drop across the state, keeping your home warm could become an increasingly expensive part of the household budget. But eligible New Yorkers may be able to get some help this winter: the state is now accepting applications for heating assistance worth up to $1,086 through its Home Energy Assistance Program (HEAP).
Announced by Governor Kathy Hochul on November 2, the seasonal program helps eligible low- and middle-income households, older adults, and other qualifying residents cover the cost of heating their homes. The amount you could receive depends on factors including your household income, family size, and heating source.
And there’s an important reason not to wait: HEAP benefits are distributed on a first-come, first-served basis, meaning available funding could run out. Here’s how much assistance New Yorkers could receive, the income requirements you’ll need to meet, and how to apply before winter really sets in.

What is New York’s Home Energy Assistance Program (HEAP)?
The Home Energy Assistance Program, commonly known as HEAP, is a government-funded initiative that helps eligible New Yorkers manage the cost of heating their homes during the colder months.
The program is designed to provide financial relief to low- and middle-income households, older adults, and other qualifying residents who may otherwise struggle with rising energy expenses.
Rather than being a universal payment sent automatically to every New Yorker, HEAP provides assistance to households that meet specific eligibility requirements. Depending on your circumstances, benefits can help cover heating expenses associated with electricity, natural gas, oil, propane, kerosene, wood, and other eligible heating sources.
NY HEAP: Who Qualifies & Income Limits
According to New York State, a household of four can have a gross monthly income of up to $6,852, equivalent to approximately $82,230 annually, and still meet the program’s income requirements. However, income limits vary depending on how many people live in your household. Other eligibility factors, including your heating arrangements and household circumstances, also play a role.
The state evaluates applicants using their gross household income, household size, and other applicable program requirements. If you’re unsure whether your household falls within the income guidelines, it’s worth checking with your local Department of Social Services before ruling yourself out.
HEAP is available to qualifying New York households that need help paying for home heating. Eligibility is generally determined by several factors, including:
- Household income: Your household must meet the applicable income guidelines for its size.
- Household size: The number of people living in your home affects the income threshold and benefit calculation.
- Heating source: Your primary heating arrangement helps determine the type and amount of assistance available.
- Household circumstances: Additional considerations may apply if someone in your household is an older adult, a young child, or a person with a qualifying disability.
- Heating expenses: Applicants must meet the applicable program requirements relating to their household’s heating situation.

How much heating assistance can New Yorkers receive this winter?
For the 2026–2027 heating season, eligible households could receive up to $1,086 through New York’s HEAP program, although the amount varies depending on household circumstances and heating needs.
- Oil, kerosene, or propane: The base HEAP benefit has increased by $90, bringing the amount to $990.
- Wood, pellets, or coal: The base benefit has increased by $65, bringing the amount to $700.
- Other eligible heating sources: Benefit amounts vary depending on the household’s circumstances and applicable program guidelines.
How do you apply for New York’s heating assistance program?
Applications for New York’s regular HEAP benefit opened on Monday, November 2, 2026, giving eligible households an opportunity to secure assistance ahead of the coldest months of the year. Applications can be submitted in several ways:
- Online: Visit the New York State HEAP application portal to complete an application.
- By mail: Download and submit the applicable application materials.
- In person: Visit your local Department of Social Services office for assistance.
You can find application information and additional eligibility details through the official New York State HEAP website. If you’re unsure where to apply, the state also provides a directory of local Departments of Social Services. Older adults who need help navigating the application process can contact their local Office for the Aging or call the NY Connects helpline at 1-800-342-9871.
With winter approaching and heating expenses expected to put additional pressure on household budgets, HEAP could provide meaningful relief for eligible New Yorkers.
