New York City homeowners and owners of residences with nine or fewer units need to pay close attention to their trash routines.
Starting today, September 8, 2026, the Department of Sanitation (DSNY) is officially requiring these properties to use the new black ‘NYC Bins‘ for all trash disposal. If you set your garbage out in standard bags or non-compliant containers, you risk facing immediate fines.
What are the new DSNY fines?
The grace period is officially over, and the DSNY is not holding back on enforcement. For residents who do not use the official black bins, the city will start issuing summonses and monetary penalties immediately.
The fines are structured to increase with each violation:
- $50 fine for the first offense.
- $100 fine for the second offense.
- $200 fine for the third and any subsequent offenses.
These fines can stack up quickly with multiple collection days per week, making it much more affordable to simply purchase the required bin right away.
Where to get your official bins
If you haven’t grabbed yours yet, don’t panic. The official black NYC Bins are available for in-store pickup at Home Depot locations across all five boroughs.
If you don’t have a car or the time to haul a heavy bin back to your apartment, you have incredibly convenient delivery options. You can order the official bins for home delivery through popular apps like DoorDash, Instacart, and Uber Eats.
While Home Depot stocks bins of all sizes and colors, remember that only the official black NYC Bins are compliant for trash. However, you can still use clear plastic bags for recyclable items, or continue using your existing properly marked bins for compost and recycling materials.

Why is the city making this shift?
This sweeping mandate is a critical piece of New York City’s aggressive “trash revolution” aimed at cleaning up our sidewalks and combating the local rat population.
By eliminating the mountains of loose black garbage bags that typically line our streets, the city hopes to drastically improve hyper-local sanitation. Sturdy, lidded containers cut off a major food source for rodents and keep our neighborhoods looking pristine.
How to claim your reimbursement
The Department of Finance is offering a Trash Bin Reimbursement Program to help soften the cost. If you are the owner of a one- or two-family home and received the School Tax Relief (STAR) property tax exemption or credit in 2024 or 2025, you are eligible to be reimbursed for one 45-gallon waste container.
If you purchased your bin at Home Depot or through a delivery partner, you just need to submit your voucher number (found on the letter mailed by the Department of Finance) and proof of purchase online or via mail.
September 8, 2026, is the absolute final deadline to request your reimbursement.
Don’t leave money on the table—make sure you submit your receipts before the day ends!
