Die portugiesische Regierung senkt die Steuern für Personen unter 35 Jahren, um Ausländer zum Umzug ins Land zu bewegen und junge Einheimische von der Auswanderung abzuhalten. Davon könnten zwischen 350.000 und 400.000 junge Menschen profitieren.
Portugal hat eines der niedrigsten Gehälter in Europa, was viele Menschen (vor allem die Jugend) dazu veranlasst, das Land zu verlassen, in der Hoffnung, anderswo bessere Löhne zu erzielen. Zum Vergleich: Der monatliche Mindestlohn in Portugal liegt bei 870 € (~ 945 $). Ein Vollzeitbeschäftigter mit Mindestlohn in New York City verdient monatlich etwa 2.773 Dollar vor Steuern. Zu den niedrigen Löhnen in Portugal kommt noch hinzu, dass diejenigen, die den Durchschnittslohn im Land verdienen, derzeit 26 % Steuern zahlen.
Wie viele junge Menschen haben Portugal also wirklich verlassen? Nach Angaben des Nationalen Statistikinstituts sind zwischen 2008 und 2023 361.000 Menschen im Alter von 15 bis 35 Jahren aus dem Land ausgewandert.
Diese neue Steuererleichterung der portugiesischen Regierung würde diejenigen unter 35 Jahren (sowohl Ausländer als auch Einheimische), die bis zu 28.000 €/Jahr (~ 34.000 $) verdienen, im ersten Jahr von der Steuerpflicht befreien. In den Jahren zwei bis vier wäre diese Bevölkerungsgruppe von der Zahlung von 75 % der Steuern befreit, in den Jahren fünf bis sieben dann von 50 % und in den Jahren acht und zehn von 25 %.
Portugiesische Politiker wie Finanzminister Joaquim Miranda Sarmento sind der Meinung, dass der Steuerplan „ein grundlegendes Instrument ist, um das Ziel zu erreichen, junge Menschen in Portugal zu halten und anzuziehen“.
