When Governor Cuomo announced that NYC was on track to enter Phase 2 of reopening on June 22, New Yorkers were surprised and…ecstatic.
Mayor de Blasio had previously said he didn’t want New Yorkers to have “undue expectations” of being able to enter the much-anticipated phase 2 on June 22, and predicted the city wouldn’t enter that phase until early July. So, this announcement was met with a bit of surprise, but of course promises a return to “normalcy” of sorts.
New York City is on track to enter Phase 2 of reopening on Monday.

So what does that include?
- The one New Yorkers are probably the most excited about: Outdoor dining! Here are all the rules you need to know.
- Offices for Business Activities “where the core function takes place within an office setting.” Included but not limited to: professional services, nonprofit, technology, administrative support, and higher education administration (excluding full campus reopening)
- Hair Salons and Barbershops
- In-Store Non-Essential Retail Businesses (not including malls)
- Real Estate Activities
- Vehicle Sales, Leases and Rentals
- Retail Rental, Repair, and Cleaning
- Commercial Building Management

Same as for Phase 1, New Yorkers must continue to practice social distancing (stay 6 feet apart) as much as possible and continue to wear face coverings when unable to social distance. If you’re back to taking the subway, all MTA passengers are required to wear face coverings, and there are also additional hand sanitizing dispensers in most subway stations.
