For the first time in history, NYC just passed a monumental new rule that will freeze rent for over 2 million residents
In a historic 7-1 vote, New York City has enacted its first-ever two-year rent freeze, protecting roughly two million rent-stabilized tenants from upcoming lease increases.
For millions of New Yorkers, few monthlyexpenses have a bigger impact than rent, especially here in a city where housing costs continue to shape everyday life.
Now, the NYCRentGuidelinesBoard has made a historicdecision. In a 7–1 vote, the board approved the city’s first-ever two-year rent freeze for approximately one million rent-stabilized apartments.
The measure applies to eligible new one- and two-year leases beginning between October 1, 2026, and September 30, 2027.
This is a historic victory for New York City tenants. After reviewing the data and hearing from New Yorkers across the city, the independent RGB has delivered a freeze on one-year leases, and the first-ever freeze on two- year leases in our city’s history. This is the relief that working people across our city deserve.

What Does This Mean for Tenants?
If you live in a rent-stabilized apartment and your lease is up for renewal between October 1, 2026, and September 30, 2027, your rent will not go up.
Typically, the board allows landlords to increase rent by a small percentage each year. Before this historic vote, the board was considering increases of up to 2% for one-year leases and 4% for two-year leases. Instead, they settled on a 0% increase for both options.
For comparison, cumulativerentincreases for one-year leases climbed by roughly 12% over four years.
Who Qualifies for the Rent Freeze?
The freeze applies strictly to rent-stabilized apartments within New York City. Generally, an apartment is rent-stabilized if it meets one of the following criteria:
Older, Multi-Family Buildings: The apartment is in a building with six or more units that was built before 1974.
Subsidized Buildings: The building receives specific local tax breaks or government subsidies (such as 421-a or J-51 tax abatements) that mandate rent stabilization in exchange for developer incentives.
⚠️ Note: This freeze does not apply to market-rate apartments, public housing (NYCHA), or rent-controlled apartments, which operate under a different set of rules.
Why is This Vote Considered “Historic”?
While New York City has seen one-year rent freezes in the past, this is the first time in the Rent Guidelines Board’s history that a two-year freeze has been approved.
According to a recent report by the Robin Hood foundation and reported by Gothamist, rent stabilization plays a critical role in the city’s economy, keeping roughly 140,000 New Yorkers above the poverty line.
