New York City living at a fraction of the standard New York City prices? We’re all ears!
For many in NYC, homeownership is often tucked behind sky-high down payments and substantial price tags.
But thanks to programs like affordable housing lotteries, finding a place to call your own is becoming far more possible than it once seemed.
And with a new listing from NYC Housing Connect, that possibility is turning into a real opportunity for two dozen households in one of Upper Manhattan’s most historic neighborhoods.
A new lottery has officially opened for 24 affordable co-ops at Park Towers HDFC, located at 644 Riverside Drive. This isn’t just a chance to find a place to live—it’s an opportunity to plant roots in a pre-war gem overlooking the Hudson River.

What To Know: A Historic Revival
The story of 644 Riverside Drive is one of transformation.
Originally built in 1914, this stately pre-war building was acquired by the city in 2003 and transferred to a nonprofit partnership (SHUHAB) to be rehabilitated. After years of meticulous upgrades to the roof, façade, and windows, the building is ready to welcome a new generation of owners.
These units are part of the city’s effort to turn distressed properties into permanently affordable housing.

Who Qualifies: Income and Eligibility
This lottery is designed for middle-income New Yorkers who are ready to transition from renting to owning. To be eligible, applicants must meet the following criteria:
- Income Level: Households must earn approximately 120 percent of the Area Median Income (AMI). This ranges from a minimum of $70,462 for a single person to a maximum of $303,360 for a household of eleven.
- First-Time Owners: This opportunity is strictly for those who do not currently own—and have never previously owned—residential property.
- Primary Residence: You must plan to live in the co-op as your full-time, primary home.
- Financial Readiness: Prospective buyers should have at least 10% of the purchase price ready for a down payment.

Units and Availability: Room for the Whole Family
One of the most unique aspects of this lottery is the sheer variety of apartment sizes. Whether you are a solo professional or a large multi-generational family, there is a space carved out for you:

Inside the Co-ops: Modern Comfort Meets Pre-War Charm
Each of the 24 units has been fully upgraded to meet modern standards while respecting the building’s 1914 bones. Expect to find:
- Sleek Finishes: Brand-new stainless steel appliances and polished hardwood floors throughout.
- Stunning Views: Many of the upper-floor units boast sweeping views of the Hudson River and the iconic George Washington Bridge.
- Building Amenities: The elevator-access building includes a shared card-operated laundry room and an accessible entrance.
- The Neighborhood: You are just steps away from Riverbank State Park and a short walk to the 1, A, C, B, and D subway lines, making the rest of the city easily accessible.
