A sprawling new development in East New York has officially opened its affordable housing lottery, offering a rare opportunity for New Yorkers to secure high-quality homes at remarkably accessible price points.
Known as the Innovative Urban Village, this 10.5-acre project is just getting started but already offers a promising glimpse into a more accessible future for city living.
The Innovative Urban Village is designed to foster economic mobility and community wellness. Once completed (expected by 2031), the village will provide approximately 2,000 affordable homes, alongside a wealth of public amenities including a performing arts center, a workforce development hub, and a new school.

Now Open: The 30 Inspiration Lane Lottery
Right now, the first big milestone is underway. Applications are open for 291 mixed-income apartments at 30 Inspiration Lane.
- Rent Range: Monthly costs are tiered to be truly affordable, starting at approximately $561 for studios and scaling up to $2,691 for three-bedroom family units.
- Eligibility: The lottery is open to households earning between 30% and 80% of the Area Median Income (AMI).
- Deadline: Applicants must submit their applications by May 25th, 2026.

Phase 1: More Than Just Four Walls
This first phase brings more than just apartments. In total, Phase 1A will deliver 386 affordable units, along with 17,000 square feet of retail space, including plans for a grocery store.
There’s also a strong focus on support and equity, as 94 units are reserved for survivors of domestic violence, who will have access to on-site services to help them rebuild and move forward.
Modern Amenities and Sustainable Living
Residents of the Innovative Urban Village will enjoy a suite of amenities that rival luxury developments. The campus is designed to be active and social, featuring:
- Wellness & Recreation: A modern gym, a children’s playroom, and a lush outdoor terrace.
- Convenience: On-site laundry, bike storage, a computer room, and a resident lounge.
- Community Growth: A performing arts center and a workforce development center designed to empower local talent.

Looking Ahead: The Road to 2031
The momentum of this project is just beginning. Following the completion of the current phase, Phase 1B is slated for 2027, which will introduce another 453 affordable units along with further community and retail spaces.
