Now that spring in New York is officially here and everyone’s back outside, the region’s state parks are once again becoming everyone’s center of attention.
And if you’ve been looking to plan some Upstate NY getaways but don’t know where to go, Rochester, NY is about to get a brand-new reason to do exactly that.
A future state park centered around High Falls, the city’s iconic 80-foot waterfall, is moving forward with a newly released framework plan that gives the project a real shape, a real timeline, and a whole lot of scenic potential.
The proposed High Falls State Park would create a 40-acre park in downtown Rochester, opening up parts of the Genesee River gorge to the public for the first time in more than a century.
The plan is part of the wider ROC the Riverway initiative, which has been steadily reshaping the city’s waterfront and riverfront spaces.

What’s planned for High Falls State Park
The new framework plan envisions a park that feels equal parts natural escape and city landmark.
Along with the waterfall itself, the design includes overlooks, a pedestrian bridge, playgrounds, a relic garden, lawns, scenic trails, and restored meadows and woodlands.
Here’s what stands out most:
- A new overlook at the base of the waterfall, where visitors can feel the mist from High Falls.
- An expanded overlook at High Falls Terrace Park.
- A new pedestrian bridge at gorge level linking the east and west sides of the park.
- Two large lawns for gathering and recreation.
- Playgrounds and public spaces designed for families.
- A relic garden built into the old RG&E gas holding tank footprint.
The project would also feature a 2.5-mile trail system inside the gorge, plus new and restored habitats for native plants and wildlife.

Why this new state park is so monumental
High Falls has always been one of Rochester’s most dramatic natural features, but access to the gorge has been limited for generations because of its industrial history.
The framework plan would change that by turning the area into a place where people can actually experience the falls up close, not just admire them from a distance.
According to WXXI NPR News, the park will be the first state park in the City of Rochester, and that phased construction is expected to begin in late 2026, depending on cleanup and funding.
New York State has already committed $8 million in design funding, with more detailed construction estimates expected later in the process.
What to know about the timeline
The park is not opening tomorrow, but the project is clearly past the “nice idea” stage.
According to the state, remediation work along the gorge is already underway, and the park will open in phases as cleanup and property acquisition progress.
That means the first pieces of High Falls State Park should appear gradually, starting in the immediate High Falls area and moving north over time.
